Np, about your build..
It's generally used because of the recent buffs to the skills, I just have a couple of suggestions..
If you Drop [wiki]Judge's insight[/wiki] it will free up all the pts in your Smiting Prayer's attribute, if you want to change damage type go for an elemental bowstring. You can then put these into your Wilderness Survival Attribute and throw up something more useful, like [wiki]Serpent's quickness[/wiki], which will allow you to keep Markman's Wager up.
Also, don't use a Superior Rune of Marksmanship, just go with a minor rune. +50 Maximum hp is better than +2 dmg/per attack skill use. Grab a recurve bow to minimize arc and flight time.
You can also drop Whirling defenses for a more useful skill like possibly [wiki]Dwarven Stability[/wiki] to Keep Lightning Reflexes up longer. Since you do not have Eotn, consider bringing [wiki]Antidote Signet[/wiki] or if your heroes/PuG has Condition removal already, bring something like a [wiki]Signet of Capture[/wiki] or [wiki]Lightbringer's Gaze[/wiki].
EDIT: It's Troll Unguent, not Urgent

Well, the main reason I bring up changing Judge's insight, is because you can then switch secondaries because the only thing keeping you from changing to a more useful secondary would be rebirth.. Which really isn't any reason to stay /Mo.
Also, I don't think Sundering Stacks.. I could be completely wrong.. Lemme check t3h wiki..

Well, I guess you learn something new every day.. (b'.')b..
Only problem is maintaining the Encht, which you pretty much got covered, so GG.. I'll look through the others tomorrow. HW Ftl..

[wiki]Punishing Shot[/wiki] has really lost it's use as an elite because of it's 8 second recharge, and little effectiveness. I personally would prefer an elite that would have a more effective use, such as [wiki]Magebane Shot[/wiki] which helps to shut down casters, and act as a general interrupt because of it's 5 recharge time. Since it is non-attribute, you can lower the attribute amount into Expertise by 2 or even 3.
By taking Magebane, you can also remove savage shot. This also means you can lower your Marksmanship to 9 or 10. Putting these extra attribute into Wilderness Survival, you buff Kindle arrows ( your main Damage dealing skill ) and leave the extra skill slot for something optional, such as [wiki]Antidote signet[/wiki] or a [wiki]Signet of Capture[/wiki].
The only other thing I'd suggest is Going /Rt for [wiki]Death Pact Signet[/wiki] Since the full heal is generally more valuable in PvE. This is quite helpful because it is fast, and the monks don't have to waste enormous amounts of energy to keep everyone else alive, but also paying close attention to a newly resurrected person. I'd only take rebirth if I happen to be /Monk otherwise I'd go /Rt or Bring Resurrection signets.

This build is quite interesting.. Because you have [wiki]Poison arrow[/wiki], I'd just go with a general Condition spam/interrupt build. So instead of taking these skills: [wiki]Needling shot[/wiki], [wiki]Savage Shot[/wiki], [wiki]Kindle Arrows[/wiki] and [wiki]Dual Shot[/wiki]..
I'd go with: [wiki]Barbed Arrows[/wiki] ( This might be the one time you'd even consider using this ), [wiki]Concussion Shot[/wiki] ( Use this sparingly ), [wiki]Antidote Signet[/wiki]..
With barbed arrows, and a 1 second recharge on Poison arrow, you can easily spread Poison and bleeding effectively to the entire other team. By doing this, you can reduce Marksmanship to 9 or 10, and buff Wilderness Survival to 14 or so, and put the rest into expertise, hopefully getting it to 12. Bring a Zealous Recurve bow to help deal with the energy loss, and spread Poison faster. This also leaves a skill slot open for a signet of capture, or some PvE skill you may want..
With D-Shot's recharge reduced to 10, you don't really need more than one interrupt, and 1 daze. You should also consider going /Rt for Death Pact Signet.

Don't know too much about trapping in general, so it seems fine to me. Since EW got nerfed, There isn't much you can do to improve it..

Poison will add 5 pips, and Bleeding will add 3. Forgot to mention [wiki]Finish him[/wiki], it helps when you want to "finish" something.. ( Who would've guessed.. )

Just wait, There are probably 10 people just waiting to flame me for the posts I've made..
I've played my ranger[s] intermittently for the past 2 1/2 years, so I a good chuck of experience on them. Not too sure about "pro" status..

[skill]broad head arrow[/skill][skill]apply poison[/skill][skill]savage shot[/skill][skill]distracting shot[/skill][skill]epidemic[/skill][skill]lightning reflexes[/skill][skill]throw dirt[/skill][skill]resurrection signet[/skill]
13(12+1) Expertise 9(8+1) Wilderness Rest Marks use whatever mark rune you like on your head gear, I like major myself.
^Used that for when I got my Legendary Guardian before EoTN came out. Tho I did use [skill]dust trap[/skill] instead of distracting shot a lot. I've cleared FoW 3 times using that build also.
This might be an alright option as well.
[skill]barrage[/skill][skill]splinter weapon[/skill][skill]savage shot[/skill][skill]distracting shot[/skill][skill]nightmare weapon[/skill][skill]lightning reflexes[/skill][skill]throw dirt[/skill][skill]flesh of my flesh[/skill]
10 Channeling 13 Expertise Rest Marks
When you get EoTN: Broad head arrow, splinter weapon, volly, savage shot, nightmare weapon, lightning reflexes, throw dirt, flesh of my flesh. Used that to vanquish elona and its my main build really now.
[skill]troll unguent[/skill] is a waste when doing HM, even if used it wont save you or make a difference.
Can change them builds around to suit you, just helping with ideas.

OK well thx about that so all in all to be sure the Degen of more than 1 condition does stack ? ....in example Burning/poison/Bleeding would kill someone rather quickly ?
oh and i dont have Eotn ....so "Finish Him" doesn't really help me lol

Degen stacks, but it's limited to a maximum of 10 pips (arrows). This limit is applied after all regen and degen is stacked, so in situations where there's health regeneration it may be useful to stack multiple degen conditions.
Burning is 7 pips, poison and disease are 4 pips and bleeding is 3 and 1 pip is 2 HP/second.

[skill]Burning Arrow[/skill][skill]Screaming Shot[/skill][skill]Apply Poison[/skill][skill]Distracting Shot[/skill][skill]Dual Shot[/skill][skill]Whirling Defense[/skill][skill]Troll Unguent[/skill][skill]Rebirth[/skill]
So hows this for a degen build ? i'm tring to look for something to Deep Wound the things i'm fighting ( remember this is for PVE ) im tring to use this for Vanquishing with Heroes and Henchies since i dont wanna spend minutes on end finding people so i wanna make this easier on me lol i also need to train my heros ....they are all under 15 or at 15 ......

No Deep Wound for a bow ranger without the EotN skill [wiki]"Finish Him!"[/wiki]. I think I'd swap out Dual Shot for Savage Shot.

How about this then ? im still debating weather i should keep Needling Shot in there or not .....i know theres more for this build i'll add attributes also
[skill]Burning Arrow[/skill][skill]Apply Poison[/skill][skill]Needling Shot[/skill][skill]Distracting Shot[/skill][skill]Savage Shot[/skill][skill]Whirling Defense[/skill][skill]Troll Unguent[/skill][skill]Rebirth[/skill]
Attributes : 16 Marksmanship 12 Wilderness Survival 8 Expertise
With the 16 Marksmanship Burning arrow does 31 dmg and 5 burning and Needle shot does 31 dmg, including apply poison does 13 Seconds of poison although if i take off my mask and put my Wilderness Survival Mask my Burning arrow will only do 26 and burn for 4 seconds and Needling shot also does only 26 but Apply Poison will last 4 15 Seconds im still thinking i should keep my Marksmanship mask on cuz more dmg and burning for 1 more second seems better to me if theres anything that would help this build let me know

I would kick Needling Shot, for...Natural Stride.
And Whirling Defense for Screaming Shot or something.
You're really best using 14 Expertise, 10 Marksmanship, 10 Wildy Survival, though.
More Expertise = more Degeneration spam!

would you be getting eotn? poison signet would 1 - let you use a different prep and 2 - cost less.
I go with poison tip signet + burning arrow for 10 pip degen (it's ONLY 20dps! don't rely solely on it). And follow up with a mix of penetrating/sundering shots and hunter's shot. Penetrating and sundering will ignore the speed of your bow as will hunter's shot, but if going with read the wind, arc won't matter, so I normally go with flatbows. Read the wind ignores armor - so if you're up against a 100 armor enemy, kindle(not that this uses it) can fall short. Read the wind has the other advantage of being in the marksmanship line, so you can completely dump wilderness survival.
If you get eotn, give that a try. You'll be able to pump your expertise and marksman high letting you unleash +dmg skills quite quickly. Doesn't vary much from your build's intent, but you can see there's a bit of "skillflation" every new expansion.
Given what you've got, I'd probably just change dual shot. It's not bad, but it's just 1.5x damage a regular shot does. +damage skills ignore armor. 2 0.75 damage arrows will each be absorbed by armor absorption. So if both hit an enemy each is absorbed individually, giving you 1.5x-2xabsorb damage.

BHA+Epidemic for the HM win (at least HM, most Normal mode stuff dies too fast for BHA to be worth it)
This is pretty much the build I run for HM in Elona right now, with a couple twists- Pin Down instead of Savage because BHA makes other interrupts redundant, but snares are FTW in HM.... I also bring Volley instead of Rez sig (a Hero packs splinter weapon for me, and dont usually have rez on my bar in PvE)
Advice for the OP: your last bar looks good, I would advise finding a different block stance besides whirling defense- you get 20 seconds of protection sure, but 40 seconds of downtime....it can leave you high and dry at bad times during long fights (or more likely, picking up a new fight too quickly after using whirling)- plus the nickel and dime damage sent back to your enemies on projectile attacks is nearly useless. The build I quoted above has my favorite solution; Lightning Reflexes+Throw Dirt....many others would suggest Natural Stride, which is one of those skills in the game that is so silly good it's hard to take anything else as ranger (I like Lightning and Dirt, because they let me not sink so many points into wilderness...Natty Stride gives you great defense and a run skill in only one slot, which is why others prefer it) Anyways, drop Whirling D ....almost every other defense skill for Ranger is better than whirling.
Also, armor peircing does stack, but is tricky in some of the ways it does....like I believe that judges insight and hornbow AP are what they call "base AP" and do not stack- another quick point along the same thought- Hornbows are not really worth the 10% AP, because they fire slower than any other bow...somewhere out there somebody has probably done the research and posted it as well- without trying to dig it up for you, I would be willing to bet that the increased fire rates of other bows end up scoring higher DPS than you can attain with a hornbow, and that another bow would probably serve you better.
